The Eligor is only encounter-able on the 2nd screen (with the moving trains), and have a 15/64 chance of appearing, which is actually the highest encounter chance of all 5 formations for that map, however the Deenglow appear in 3 of the 5 formations, and the Ghost appear in2 of the 5 formations, so technically you'll encounter them more often the the Eligor, which only appears in 1 formation.
